According to deputy of the regional council Volodymyr Ishkov, "there is a separate paragraph in our celebration of the 65th Anniversary of the Victory: "the production of flags of the Victory".

They have already been ordered, will be paid for and produced. And in all events to be held, these flags will be everywhere. They will be participants in these parades".  The Soviet Victory Banner is the banner that was raised.
